What happened: In Skopje, on St. Mitropolit Teodosij Gologanov, a Mercedes with Skopje license
plates, stopped in front of the headquarters of the political party „GROM” where around 100 citizens
were gathered, S.R. got out of the vehicle and took out a knife and handcuffs, and threatened the
citizens present at the location after which he left in his vehicle.
Date, time and location of the incident: 15 October, 22:00, party headquarters of GROM in Skopje.

Brief description of the event with bias indicators: In this incident the bias motive is political
affiliation or political conviction, and the bias indicators are:
1. Target location – the target location was the headquarters of a political party
2. Perception of a person involved in the incident – in his media statement, the president of the political
party GROM, Stevcho Jakimovski, said that the political party SDSM had sent criminals from the
underground, to attack activists from GROM.
Status of the case: Unknown.
Response of the local authorities: The MOI’s response to the MHC request for public information
regarding this incident stated that police officers from SIA Skopje arrived at the scene and saw
the Mercedes with Skopje license plates stopping in front of the headquarters of „GROM” and S.R.
and E.S. getting out of the vehicle, swearing, threatening and offending the citizens and activists
of the political party present. With the aim of clarifying this incident, the police interviewed three
persons, and S.R. and E.S. were brought in for interrogation, at the same time, the incident was
reported to the Public Prosecutor who instructed the officials to interrogate the persons and invite
other persons and evidence from the scene, and submit all the material along with a notification to
the Basic Public Prosecution in Skopje. Moreover, the Violent Crime Unit of SIA Skopje submitted a
written notification no.28.11.2/02-616 dated 18.10.2017 to the Basic Public Prosecution.

political party and causes security concerns in the community it operates.
