What happened: On 01.04.2019, at 1:30 p.m., at SEI Skopje, R.S.(39) from Skopje reported that on the same
day, around 11:30, a minor was physically assaulted by two other minors, wards of the foster care institution
Ranka Milanovic. Measures are being taken to solve the case.

Victim(s) involved: One underage victim.
Type of crime(s): Violence (Article 386, CC of RNM).
Perpetrator(s): Two underage perpetrators.
Brief description of the event with bias indicators: In this incident the bias motive is ethnicity, with the bias
indicators being:
1. Ethnicity – children from different ethnic communities, mostly Macedonians, Roma and
Albanians live in the Ranka Milanovic Foster Care Institution.
2. Location – similar incidents have often occurred at this institution for children with behaviour
issues.
Status of case: Unknown.
Response of the local authorities: The Police Station Gazi Baba issued minutes on a determined
misdemeanour to the institution’s wards, M.A. (17) and J.Z. (16) pursuant to Article 12 from the LMPO.
Impact on the victims and the community: These types of incidents call into question the general safety in
the country and the co-existence among different ethnic groups in society, and reflect particularly poorly
on children’s development and conduct.
