What happened: On 24.11.2019, around 3:20 p.m., in the Skopje region, police officers from SEI Skopje
deprived from freedom А.N. (20), H.Gj. (22), D.М. (18), D.S. (24), D.G. (20) and four underage boys, all from
Skopje. The listed individuals had previously, on the “Macedonia Square”, near the Stone Bridge, as part of
a fan group of 25 people, threw hard objects towards the police officers and were prevented to pass the
bridge. In addition, they physically assaulted four minors, all from Skopje, on Kej 13ti Noemvri Street. The
public prosecutor was notified about the event. Charges are going to follow after the case is completely
documented.

Brief description of the event with bias indicators: In this incident the bias motive is ethnicity, with the bias
indicators being:
1. Ethnicity – the perpetrators and victims belonged to a different ethnicity;
2. Location – the event occurred a place where similar incidents have previously been registered.
Status of case: Misdemeanour charges pressed.
Response of the local authorities: Ten individuals were detained, 9 were issued with misdemeanour fines
pursuant to Article 31 from the Law on Prevention of Violence and Indecent Behaviour during Sport Events,
while minutes for the misdemeanour “Neglected Care by a Parent or Guardian” pursuant to LMPO were
issued to the parent/legal guardian of the 10th individual, who was underage.
Impact on the victims and the community: These types of incidents call into question the general safety in
the country and the co-existence among different ethnic groups in society, and reflect particularly poorly
on children’s development and conduct.
