\n1. Difference in ethnicity \u2013 the ethnicity of the perpetrators is different from the ethnicity of the
\nvictims; the victims are members of a group (Syrian migrants) which is signifi cantly outnumbered by
\ncitizens of the area where the incident occurred.
\n2. Pattern of previous incidents \u2013 this incident is the latest in a growing trend of robberies and attacks

\nResponse of Local Authorities: In MOI\u2019s response to the Committee\u2019s request for public information
\nregarding this incident, it is stated that after the reporting of the event by two persons from Syria
\nwho were placed in TC Tabanovce, measures were taken by police offi cers from SIA Kumanovo, and
\nthus it was established that there was a violation of the public peace and order with a \u201cPhysical
\nattack\u201d. The Public Prosecutor of PPO Kumanovo was notifi ed and measures were being taken for
\nresolving the incident.
